The Hammond Redevelopment Commission unanimously approved a package of redevelopment actions on May 7, including awarding a demolition contract and authorizing multiple property acquisitions and maintenance contracts.
Attorney Wesland presented the inspections chief’s recommendation and said the commission must award to the lowest responsive and responsible bidder. Wesland described two lower bids as either not responsible or not responsive — for example, missing required paperwork or environmental remediation pricing — and relayed Chief of Inspections Kelly Kierney’s recommendation to award the work to J&M Industrial Services at a price of $291,800 for demolition of the property commonly described as 600–626 177th Street. "Responsive meaning responsive to the bid quotes; responsible means that they are a responsible bidder," Wesland said. The motion to award the demolition was made by Commissioner Tolman, seconded by Commissioner Kabaki, and passed on a roll-call vote of five yes.
The commission also approved a set of property purchase agreements and maintenance actions by unanimous votes, including:
- Annual maintenance proposal for 5246 Home and Avenue by Salar (transcript: 'Salia') Plumbing Incorporated, $2,750 (approved 5–0). - An estimate of $5,110 from Seymar Heating, Cooling and Plumbing to install basement dehumidifiers at 5246 Home and Avenue (approved 5–0). - Agreements to purchase residential properties at 836 Michigan Street and 842 Michigan Street for new home development (each approved 5–0). - A purchase agreement for 4718½ Pine Avenue to allow an adjacent neighbor to expand their yard (approved 5–0). - A purchase agreement for 5639 Soul Avenue for residential development (approved 5–0). - Resolution 2026-09 approving an intergovernmental agreement and accepting conveyance of four properties (96 Goslin, 134 Goslin, 242 Goslin and 4518 Wabash/Sheffield) from the City of Hammond to the redevelopment commission (approved 5–0).
