The Piper School District’s capital outlay committee reported to the board on May 11 a package of technology and facilities actions designed to stabilize long‑term equipment replacement and preserve capital funds for infrastructure.
Kim Buckner, speaking for the capital outlay committee, summarized a strategy to restore maintenance salaries to the general fund over a phased period and move technology to predictable fixed‑cost leases. Buckner said the FY capital outlay budget was roughly $3.8 million at the start of the year, with about $2.88 million already committed to infrastructure and multi‑year lease obligations; the committee projects a year‑end fund balance of about $470,000 (a 38% increase over prior projections).
As part of that strategy, the district has executed a $2.1 million lease purchase agreement with Apple to provide staff and student devices for grades 6–12 (spread over four years). Administration also reported a separate four‑year lease for K–5 devices totaling approximately $643,000.
On facilities, trustees authorized a contract with Mayor Fence (not to exceed $21,000) to install athletic storage caging at Piper High School using 2022 bond funds, following bids that returned about $20,598 for the work. Trustees also approved a contract with Quality Roofing to repair and coat the Piper Middle School gym roof and secure a 10‑year warranty, at an amount not to exceed $196,000, citing higher material and delivery costs for petroleum‑based coating products.
Board approvals were recorded by voice vote and carried unanimously (7–0). Administration said the Apple leases and roof work are being staged to align with long‑range planning and that the district will continue quarterly capital outlay committee meetings.
Board members asked clarifying questions about the fund‑balance target (a 5% goal described in the strategic vision), use of bond funds for prioritized projects, and the district’s inventory and equipment rotation schedules for technology.
