WSB consultant Allison Harwood said the AUR update incorporates four approved high‑density residential projects built since 2021 and changes to several parcels (office and research parcels converted to mixed use in the study map). The update assessed transportation, sanitary sewer and water model impacts, wetlands and floodplain setbacks, soil suitability, wildlife and endangered‑species screening (federal IPaC), and a high‑level greenhouse‑gas screening. The AUR identifies mitigation items including required permits, site‑level soil and contamination studies where appropriate, stormwater BMP improvements, construction‑season timing recommendations to reduce wildlife impacts, and coordination with state and federal agencies for species and well/drilling considerations.
The draft AUR update is out for agency and public comment through May 5; if there are no objections, the city plans to adopt the update in May. Commissioners asked questions about geothermal/closed‑loop well references and the IPaC endangered‑species screening; staff said those are watch items that may trigger additional study or permitting when specific development proposals are advanced.
