One councilmember summarized the constraint bluntly: local governments "can't enforce what we can't enforce," and urged residents to contact federal elected officials to seek changes at that level.
Several councilmembers said they are receiving a high volume of constituent emails and that staff is working on coordinated outreach, including the Minnetonka memo that will be mailed to every address in the city. Council members said they would wait for consultant recommendations before scheduling more council time on the issue but left the option open for a special study session if new developments require rapid council action.
City staff said they have begun meetings with partner cities and would return to the council with messaging recommendations; staff emphasized balancing transparency with intergovernmental relationships while protecting vulnerable residents.
