Seward County approves three short-form plats, discusses Planning Commission training and A/V recording policy

The Board of Commissioners adopted Resolutions 3929–3931 approving three short-form plats, agreed to pursue additional Planning Commission training, decided to record (rather than livestream) meetings for posting after adjournment, and approved patriotic photographs for the Justice Center and two Aging Partners appointments.
At its April 28 meeting the Seward County Board of Commissioners addressed land subdivisions, planning commission procedures, meeting-recording practices and several administrative appointments.
Zoning Administrator Marissa Pfile and Planning Commission Chair Dale Niemann briefed commissioners on procedural challenges at Planning Commission meetings, including inconsistent preparedness and difficulty making motions. Commissioners discussed training options, including periodic question-and-answer sessions with the County Attorney and Marvin Planning. Chair Ahmic asked Niemann to survey Planning Commission members about training needs so the county can establish a plan.
Following the Planning Commission’s recommendations, the board adopted three short-form plats by resolution: Resolution No. 3929 (Bluff Hill Estate) to separate roughly 5.00 acres from a 78.79-acre tract; Resolution No. 3930 (Golden Subdivision 1st Addition) to separate 5.00 acres from a 74.36-acre tract; and Resolution No. 3931 (Bob Christy Oaks) to separate 5.15 acres from an approximately 80.00-acre tract. Each resolution passed with recorded affirmative votes and the minutes note no public opposition at the Planning Commission hearing.
Tom Nielsen of county IT contractor Soarin Group described the new audio/video system installed in the board room and recommended recording meetings and posting video after adjournment rather than livestreaming because of bandwidth concerns. The board agreed to post recordings after meetings, enable comments with a disclaimer that the board may not respond and to disable commenting if inappropriate. The County Clerk will handle posting.
Commissioner Raegan Hain presented three patriotic photographs from local photographer Roger Richters for display at the Justice Center; the board selected the first three images and accepted the photographer’s offer to rotate works. Hain also presented two nominees for the Aging Partners Areawide Council; the board appointed Jean Eggleston and Susan Burkey to three-year terms beginning July 1, 2026.
The meeting recessed briefly and later adjourned at 10:48 a.m.
