Wylie awards $3.16M design contract to advance Kramer Lane widening; city share about $1.56M

The Wylie City Council voted 7–0 on May 12 to authorize a professional services project order (PSPO W2025-98) with Teague, Noll & Perkins for design of the Kramer Lane/Troy Road widening and improvements.
City staff described a roughly 7,000-foot corridor project that will widen Troy Road and convert Kramer Lane to a four-lane concrete roadway in parts of the city. Staff said the project previously received federal funding approval on an 80/20 split for construction; the city chose to remove the design phase from federal funds to accelerate the schedule and start design immediately.
The total design contract amount is $3,163,380. Of that, the city’s share is $1,564,510.61 and Collin County’s share $1,598,869.39 under an interlocal cost-sharing arrangement. Staff said federal construction funds of about $23,000,000 are anticipated in 2028–29 for the construction phase. The contract includes an 800-day schedule (design through construction) with a 6–9 month allowance for utility relocation.
Council asked about budget line items and staff explained the city portion is funded from restricted impact-fee accounts reserved for infrastructure in the project area. After Q&A about the consultant’s responsibilities for right-of-way, permitting and utility coordination, Mayor Pro Tem moved to approve the contract; Council voted unanimously.
The contract authorizes city manager execution of documents necessary for design to proceed.
