The Bluffton Town Council voted March 11 to authorize a construction contract with Jordan Construction of Hilton Head Inc. for phases 4, 5 and 6 of the historic-district sewer extension project, with a fiscal impact that included a 10% contingency.
Town staff presented the contract, explaining the final phases will install sewer mains, remove septic tanks, and connect households on Lawrence Street, Green Street and Water Street to the new lines. The project aims to eliminate septic systems near the May River watershed; staff said the work originated in the town’s 2019–2020 strategic planning and the May River watershed action plan. The project was bid in March, Jordan Construction was the low qualified bidder, and staff requested a 10% contingency to cover unforeseen construction changes.
Councilmember [mover] made a motion to authorize the town manager to enter the contract; the motion was seconded, and the council voted unanimously to approve the authorization. Staff said construction is anticipated to begin in mid‑May after Mayfest and to be complete in early 2026. The fiscal impact cited in the motion was $863,784.96 (including contingency).
