Pico Rivera receives third-quarter budget report; council approves CIP reallocations and other adjustments

City staff presented the City Council with the fiscal year 2025–26 third-quarter financial review and sought approval of several budget amendments and capital project reallocations.

Deputy Director Jessica told the council that “total operating revenues, excluding transfers, are approximately $4,200,000 or 12% higher than the last fiscal year,” with notable gains in property tax and business license revenue. Jessica said some increases reflect one-time factors, including a $3,000,000 exchange of restricted Metro funds into general fund resources and the dissolution of a successor agency that contributed roughly $622,000 in property tax revenue to the general fund.

Staff noted expenditures are tracking at approximately 72% of the amended budget at the end of the third quarter and projected a conservative year-end outlook. Significant proposed changes included reallocating $5,800,000 from a broad road resurfacing program to targeted pavement preservation techniques (slurry, cape seal, ADA improvements), appropriating $325,000 from Measure R for specific pedestrian improvements on Marjorie Street and Passons Boulevard, transferring $3,000,000 in Measure AB receipts to pavement CIP, and designating $4,500,000 for the Smith Park Aquatic Center and $943,000 for HVAC improvements at the Rivera and Pico Park gymnasium.

After questions about sales-tax exposure to a pending county half-cent measure and clarification on previously authorized immigration services funding, the council moved, seconded and approved staff recommendations in a 4–0 roll call.

Council members praised staff for conservative fiscal management and said ongoing monitoring will continue as economic conditions evolve.
