Conewago Valley SD board approves refinancing, moves ahead on girls wrestling amid construction debate

The Conewago Valley School District board on Monday approved a package of finance and ways-and-means items, including a resolution to refinance existing district debt and a contested approval of a girls wrestling program following extensive public comment about construction costs at New Oxford Elementary (NOE).

Board members voted in roll calls to pass finance items 1–16 and ways-and-means items 1–19, though several members registered “no” votes on specific numbered items during the recorded tallies. The meeting included sustained public testimony urging the board to both support girls wrestling and reconsider the scope and cost of the NOE construction project.

Why it matters: The refinancing measure the board moved to approve would replace older debt with new bonds, a step district staff and an outside finance presenter said is intended to lower debt service costs. Supporters argued it preserves fiscal flexibility; critics warned about future tax pressure and called for close scrutiny of long-term borrowing tied to capital projects.

During the finance discussion, a presenter instructed by the board described how investors use credit ratings and the district’s taxing authority to underwrite bonds. The presenter said the district has a reported AA3 rating and that the bonds would be issued as general-obligation debt backed by the district’s taxing power, subject to Act 1 limits. “These bonds are going to be sold as a general-obligation bond, meaning that it’s backed by the full faith and taxing ability of the district,” the presenter said. He added that state “intercept” programs and, in some cases, bond insurance can be contingency mechanisms if a district faces revenue shortfalls.

Public commenters strongly urged different outcomes. John Conrad of Kanago Township told the board that participation choices should lie with families, not board preferences. “Decisions to participate or not should lie with the individual families, not with the biases of board members,” he said. Dozens of other parents and students — including Dria Flickinger, who described wrestling’s benefits for discipline and confidence — urged the board to approve a girls team.

At the same meeting, speaker Jameson Fitzpatrick urged the board to reassess the NOE construction scope and eliminate eight classrooms he said were added based on enrollment projections that did not materialize. Fitzpatrick cited district data showing current combined NOE and CTE enrollment of about 1,110 students versus a 2019 projection of 1,368 by 2026 and recommended pausing or downsizing the project to reduce costs.

Board members debated those questions in detail. Some members said planning now avoids a costlier rebuild later and cited due diligence; others said the district should delay or reduce scope to avoid raising taxes on residents. One member said they would vote “no” on item 17 (the girls wrestling item) on principle but recognized the need to support some projects; another expressed concern about whether counseling- and third-party supports tied to certain items were being independently evaluated.

Despite the debate and several recorded individual no votes on particular numbered items, the chair announced that the packages passed. The board also elected Mr. Mley as treasurer and accepted a treasurer’s report listing district account balances of $70,137,733.16.

In other business, the superintendent reported construction progress at the Adams County Technical Institute (CTE) addition — including completed masonry walls, roof work and underground conduit — and listed upcoming community events. Donor items noted earlier in the meeting included a PTO donation of approximately $11,500 for NOE middle school tile work and smaller private donations.

What’s next: The board deferred an agenda item about an appeals process for student decisions to a future meeting in June, and the superintendent said staff will follow up on public-comment issues as needed. The district will proceed with the refinancing and the approved ways-and-means items while trustees and members of the public continue to press for more detailed review of NOE project scope and budget assumptions.
