The Minnetonka City Council directed staff on Jan. 12 to pursue an appointment process to fill the Ward 2 council vacancy that opened when Rebecca Shack was sworn in as mayor on Jan. 5.
City Attorney Eric Nelson reviewed the charter timeline: because the unexpired term ends Jan. 3, 2028, the council may appoint a person to serve the remainder of the term or call a special election. Staff said a May special election would cost about $30,000–$35,000; holding the race on the Aug. 11 primary would avoid additional election costs but delay representation.
Miss Kuzman reviewed historical turnout for past special elections (often very low). Several council members said speedy representation for Ward 2 — which includes major development sites and a large park master plan — weighed in favor of appointment. Council members also discussed inclusion, outreach and a robust public recruitment process.
City Manager Mike Funk told the council staff would treat the appointment like a boards‑and‑commissions recruitment: advertise through communications channels, solicit applications for about two weeks, provide a recommended short list, and hold interviews at a special meeting before the March 6 deadline. Council favored an expedited timeline and staff said it would include a position description and outreach to varied audiences.
The council’s direction sets in motion a public appointment process rather than an immediate vote for a specific appointee; staff will return with application materials and proposed interview dates.
