The Virginia Passenger Rail Authority board voted to recommend its FY26 capital budget to the Commonwealth Transportation Board and approved an adjustment to the agency’s management reserve, along with multiple contract authorizations and reauthorizations.
At the meeting staff asked the board to recommend the FY26 capital budget for CTB consideration to meet the CTB's Feb. 1 deadline; the motion to recommend the capital budget was moved, seconded and carried. Staff described a reconciliation that increased sources by roughly $13 million and lowered uses by $35 million since August, which together expanded the combined management reserve by about $48 million; the board approved an $18 million addition at this meeting under the reserve policy.
The board also authorized a project addendum for the Franconia third‑track project, a fully funded, six‑mile CSX‑managed segment of the program budgeted at more than $300 million, to allow early works and procurement activity. Separately, the board reauthorized an agreement tied to the Manassas line after the prior 90‑day authorization lapsed while the regional VRE board considered its own approval; staff said VRE is expected to act soon and the reauthorization preserves the previously agreed terms.
