Putnam County Commission approves Kuster Ridge waterline closing, authorizes related payments and budget revisions

Putnam County commissioners on April 28 approved a resolution to close the Kuster Ridge Waterline Extension and authorized the commission president to sign closing documents, clearing the project to move into construction.
Terry Martin, a representative from the regional council, presented the resolution and explained it is “just to close the … Kuster Ridge and begin construction.” The commission approved the resolution by voice vote.
The body also approved a payment resolution totaling $134,870 tied to the same grant, which Martin said chiefly covers the engineer’s work and some attorney fees. “The bulk of it is to the … engineer for all his work that he’s done,” Martin said. Commissioners approved that payment by voice vote.
County manager Tim Hannah presented a separate grant application for the judicial annex: a 2026 court security grant request for $44,700 to fund a new front-lobby security desk with ballistic paneling. Hannah said the desk would enhance protection for courthouse security staff in the event of an incident; the commission approved submitting the grant application and authorized required signatures.
Hannah also presented four budget revisions across county departments that reallocated funds among maintenance, training, contracted services, utilities, telephone, auto supplies, rent, printing and uniforms. Commissioners approved the revisions as presented.
The commission approved a slate of payment orders and checks, including $180,252 to All State Tower Inc. for the Kale Tower site and $48,284 to Lighter for laptop purchases. Other approved disbursements included a $12,000 contribution to the Putnam County 4H Leaders Association, $33,116 to the Stephen A. Andy’s recreation enhancement fund for community project awards, $3,981 to Caling Associates for construction administration on a generator replacement project, $215 to Recovery Point of Huntington Inc. from the opioid fund for Putnam County beds for March 2026, and $3,840 to Potessa Associates for engineering and survey services on a Valley Park drainage project.
Commissioners handled the measures as routine business with motions and voice votes. The meeting also included an introduction of Jasper Ball, a recent hire who will help lead the Kuster Ridge project. The commission scheduled its next meeting for May 14 at 9:00 a.m.
