The Adams County Board of Commissioners approved a conditional use permit (RCU‑20226) for VIP RV and boat storage on a 9.6‑acre site at 23905 E. 26th Ave on July 9, 2024, resolving a 2023 violation related to expansion of impervious area without final approvals.
Planner Leah Campbell explained the application history: the site received a conditional use permit in 2019 (for 4.5 acres) that expired; the applicant applied to amend and expand the use; staff found the proposal generally meets performance standards except for an 8‑ft screening requirement (the site currently has a 6‑ft fence). Staff recommended approval with findings, conditions and a 10‑year term. Engineering staff confirmed drainage will use detention‑by‑infiltration with percolation tests indicating the ponds should drain within the county's required timeframe and that sand/oil filters and an operation and maintenance plan will be required.
Applicants Rob and Mario Gonzalez described site improvements, said the property is heavily landscaped in the frontage and that the nearest RVs sit roughly 200 feet from the road. They described a 22,500‑gallon enclosed septic system and said lighting is motion‑activated and downward‑facing. Commissioners pressed on lighting, drainage, and vehicle eligibility; staff and the applicant agreed to a condition that only licensed, insured and operational recreational vehicles be permitted on site.
Attorney Rita Connly, representing the Aurora Highlands development, voiced opposition citing visibility and prior investment in the neighboring development; staff confirmed the comment letters were in the packet.
A motion to approve RCU‑20226 with eight findings of fact, two conditions precedent, 11 conditions of approval and one note to the applicant carried unanimously. Staff said that when conditions are met the 2023 violation case will be closed.
