Board reviews facilities master plan and hears update on Northeast Middle-High School project opening in 2027

The Cecil County Board of Education on May 13 received the FY27 Educational Facilities Master Plan for review and heard a progress report on the new Northeast Middle-High School, set to open July 1, 2027.
"That is the new Northeast Middle High School set to be open 07/01/2027," Superintendent Dr. Lawson said while showing renderings and construction images. Facilities staff described the building layout — separate middle- and high-school wings, a shared kitchen and a planned 1,000-seat auditorium — and said the building will sit on a hillside with pedestrian "Main Street" circulation between wings.
Executive Director for Facilities Dr. Ted Boyer described the master plan as the district’s "go-to book" for facilities and capital planning and recommended board members review the nearly 200-page document, calling attention to a one-page summary of all schools on page 52. "This document explains how we use our facilities, evaluates them, and identifies needs," Dr. Boyer said; the master plan will be held over for one month before a formal vote.
The board approved a roofing change order to reconcile the RFP and final structural design for the Northeast Middle-High School replacement project. Facilities staff recommended amending RFP 24-15 to include the presented change order for a total of $135,787.27; after a motion and second the motion carried.
Facilities staff also noted pending state approvals needed to begin widening Irishtown Road to accommodate the new campus’s bus loop and drop-off configuration. During the presentation, staff described building components including the auditorium, cafeteria/media center, gym, HVAC penthouse area and walkways connecting floors.
The board did not vote on the master plan on May 13; staff asked members to submit questions by email and indicated the plan will return for a vote at the next month’s meeting after member review.
Next steps: Board members will review the facilities master plan during the month and the district will await state approvals on roadway work before beginning road widening this summer.
