Commission approves rezoning for short-term rental on Bailey Road despite neighbor opposition

The Little Rock Planning Commission approved a rezoning on May 14 (file Z10273) that will allow a short-term rental at 9102 Bailey Road, changing the property from R-2 to PDC to permit stays of up to 29 days.
Planning staff said the 0.16-acre property had operated as a short-term rental for about two and a half years and reported no enforcement cases or police reports. Staff recommended approval, finding no adverse impacts on the surrounding area when conditioned per the staff report.
Neighbor Wes Johnson told the commission he opposed converting nearby properties to short-term rentals because the subdivision is intended primarily for permanent housing and he worried about increased turnover and people coming and going. “I just don’t want people coming and going every different people every two or three days,” Johnson said.
Applicant Leonard Smith told commissioners he manages the property, enforces house rules (no parties, no smoking, quiet hours, no pets) and monitors the property regularly, including the use of security cameras. Smith said nine of 17 properties within a 200-foot radius are rentals and that his experience has been that the rental operates quietly.
A motion to approve the rezoning subject to staff conditions carried on a recorded vote. Commissioners also discussed staff’s responsibility to include floor plans and parking-site plans in STR application packets; Commissioner Russell asked staff to restore those materials to future packet submissions.
