Aransas Pass ISD board approves Head Start MOU, handbook and several memorial and personnel actions

The Aransas Pass ISD Board of Trustees on May 11 approved a package of administrative and policy actions, including an updated memorandum of understanding with Community Action of South Texas Head Start, a consolidated school‑board handbook, memorial designations on district property, and appointments to fill two board vacancies.
Superintendent Mr. Bennett told trustees the Head Start agreement now includes district support for 30% of the salary for one APISD teacher assigned to Head Start (previously handled as an addendum). The agreement also moves one pre‑K classroom that had been scheduled at Faulk to the Keberger campus and relocates Head Start space to a single hall on that site; administration said these changes were logistical and agreed with the Head Start partner.
Trustees voted to approve the MOU after administration’s presentation. ‘‘This partnership helps integrate our youngest learners into district programming and supports transitions into APISD classrooms,’’ Mr. Bennett said.
The board also approved a consolidated school‑board handbook that groups standing rules, ethics and protocols into one document for public posting and annual review. Trustees and staff said the handbook was legally reviewed and intended to replace multiple older documents.
On memorials the board approved a request from the Women’s Club to plant memorial trees at the central office/Keberger campus honoring Cheryl Stanbury and Mary Juel Kegler (the club provides the plantings at no district cost). Trustees also approved a shadow box memorial at the high school to honor Rudy Johnson Sr., a former athlete and community member.
After executive session the board approved the hire of Hilda Elzando as the new director of special education. Trustees also voted to fill two vacant board seats for the remainder of the terms through May 2027; appointees were sworn in at the meeting. Trustee Rodriguez was approved as interim board secretary for the remainder of the term.
