"This public hearing is required under section 147 of the Internal Revenue Code of 1986," the hearing officer said. "The bonds will be used to loan the proceeds thereof to Frontier Feed Lot Dublin LLC." The officer said the proposed project is located at 3075 County Road 340, and that notice of the hearing had been published in the Dublin paper of general circulation.
The officer invited members of the public to give their names and addresses before commenting and asked first for those in favor, then for those opposed. After a pause, the hearing officer stated no one wished to comment and declared the hearing closed at 8:37 a.m. The transcript records the officer saying they made that declaration on behalf of Commissioner Stevens.
