Commission hears phased plan for wetlands dredge infill and habitat restoration

Commission members were briefed on recently secured grant funding and a phased plan to restore wetlands through dredge infill. A staff speaker said the city is working with KS Associates to design and permit the work and to establish habitat areas within the wetland cell.
The planned approach described in the meeting sequences work into phases: initial vegetation remediation this spring to clear invasive or low-value growth; fall grading once restricted work windows have passed; spring planting of habitat vegetation the following year; and opening of two navigable cells for kayaks by summer. Staff emphasized permitting and coordination with state agencies as a condition of proceeding.
Members discussed whether surplus dredged spoils might be available to county partners; staff said the city does not anticipate surplus material but will coordinate interagency conversations if needed. No formal motions or votes were taken; the item remains in planning while KS Associates completes design and permit applications.
The commission asked staff to continue permitting discussions and to report back with a schedule and any permit conditions.
