Nemaha County commissioners approve IT contract renewal, right-of-way permits and road contract; appoint clerk as budget authority

At their May 6 meeting in Auburn, the Nemaha County Board of Commissioners unanimously approved a three-year IT services renewal, two right-of-way permits, a driveway agreement, a road construction contract and appointed County Clerk Diane Johnson as the county’s budget-making authority for FY 2026–2027.
The Nemaha County Board of Commissioners met May 6 in Auburn and approved a series of routine and contract items, including a three-year IT services renewal, two right-of-way permits and a road construction contract.
Chairman Michael Weiss called the meeting to order at 8:00 a.m. Commissioners Mike Hall (District 1) and Bryan Mellage (District 2) joined Weiss for the session. County Clerk Diane Johnson was present and was later appointed the county’s Budget Making Authority for FY 2026–2027.
The board unanimously approved the agenda and the April 22, 2026 minutes. It then voted to approve the accounts-payable claims as presented.
On substantive items, the commissioners approved a driveway agreement for Harry Larson at 64686 732 Rd, Peru, NE. The board also approved two right-of-way applications: ROW 2026-07 from Windstream Nebraska for property at 72142 638 Ave, Auburn, and ROW 2026-08 for the Auburn Board of Public Works located near Nemaha, NE. All three motions passed on roll-call votes recorded as aye by Hall, Mellage and Weiss.
The board approved a three-year renewal of IT services with Five Nines. The contract rates recorded in the minutes are $2,333.80 per month for year one, $2,443.80 per month for year two and $2,560.50 per month for year three.
In highway business, the board signed a contract with Final Grade Construction for the Road Rebuild Johnson SW project (C-64(354)) in the amount of $68,799.22. The minutes also note that the Bridge #C006423450 Box Culvert Project (C-64(252)) is running ahead of schedule. Commissioners discussed road workers union contract renewal updates and were reminded of the county scrap tire collection planned for June 6.
The board approved a 60-month lease agreement with Eakes Office Solutions for a multifunction printer for the Veterans Service Office at $56.34 per month and approved purchase of a new computer for County Attorney staff. The board also approved a reimbursement request from Shaun (Shawn) Peck for $182.60.
During review of employee benefits, the board recorded a 14.65% increase in quotes from Blue Cross/Blue Shield for health and dental insurance; NACO (Nebraska Association of County Officials) will obtain additional quotes and present them at the May 20 meeting. The minutes further record that the County Attorney prepared a demand letter to Airespring; the text of that letter is not included in the minutes excerpt.
The minutes include an itemized listing of approved claims across funds; notable entries include Martin Marietta ($101,066.59), Sapp Bros. ($25,135.86), Link2Pump ($5,400.00) and Gus Construction ($219,883.68, Highway Bridge Buyback Program).
