Council approves zoning permit for A+ Relief massage practice at 6320 Monona Drive

At the municipal meeting, members voted to approve a zoning permit for A+ Relief LLC to operate a licensed massage-therapy office at 6320 Monona Drive.

The building owner, Chris, told the body that the tenant—identified only as Andrea—would be a licensed massage therapist and may occasionally work with minors; he said no interior modifications are planned. "There's a woman named Andrea. She's a licensed massage therapist," Chris said, adding that the space is a shared-tenant office and that he is improving interior finishes.

Planning staff summarized the request and recommended approval with conditions that include completion of the city’s massage-establishment licensing. Staff said the unit is just under 130 square feet, which by code requires one parking stall; staff noted the center has roughly 36 shared stalls and did not anticipate parking shortages. Staff also described the proposed hours as appointment-based between 8 a.m. and 10 p.m., with an expected average of about five clients per day.

Members asked about late-hour access and security; Chris said the building is typically locked after about 5:30 p.m. and said he plans to install or use an intercom/buzzer so therapists can let clients in after hours. "I'm trying to figure out which one to go with ... so she would be able to buzz people in with her phone," he said.

A member moved to approve the permit with the conditions listed in the staff report; the motion was seconded and carried by voice vote. The approved permit remains conditioned on the applicant completing required licensing through the city clerk’s office.

Next steps: the property owner and tenant will follow the staff conditions and complete any required licensing and inspections before the business operates fully.
