An adjacent property owner, David Alford, asked the Livingston Parish Zoning Commission on May 7 to consider moving the entrance for a proposed house on a nearby 16.3-acre parcel so headlights and turning vehicles will not intrude on his driveway. The parcel owner seeks to change the official zoning from small neighborhood business to R1 to build a single home.
Planning staff said the parcel had been incorrectly zoned and that R1 would be a reasonable correction for the neighborhood; staff waived the $600 rezoning fee because of the apparent error. Commissioners and staff discussed that any change to recorded easements or access points is a separate legal matter and may require the landowner to reissue or re-file an easement with a court if conditions change. Planning staff advised Alford to submit a written letter describing the requested entrance location to the planning office so the concern will be noted and considered during development reviews.
The commission moved, seconded and voted to approve the rezoning. The applicant and nearby owners were advised that any future subdivision, driveway relocation or building permit will follow the parish's standard development and easement procedures.
