Carrolton council approves routine bills, conditional AEP pole payment

The Carrolton Village Council approved a slate of routine administrative items March 23, including minutes, two bills-payment motions and a conditional payment related to an AEP pole relocation.
Council member Barto moved to approve the minutes from the March 9 meeting; Council member Tangler seconded. The roll-call vote recorded Council member Parker as abstaining and five members voting yes; the motion carried (5-0-1). Later in the meeting Council member Locke moved to approve payment of bills, seconded by Barto; the vote was unanimous (6-0). Council also approved payment of bills without prior certification after a separate unanimous vote (Parker moved; Butterfield seconded).
During the Village Administrator report, officials said they had met with Lauttamas Communications to address street-department radios that "do not work in many locations." The administrator reported the damaged flag pole in the public square was removed March 17 and that an insurance adjuster would inspect village property to recommend repairs or replacement.
Regarding a pole relocation at 3rd and High Street, the administrator said the village and AEP discussed relocation details and that a final bill would be available at the next meeting. Fire Chief Shane Thomas confirmed he met with AEP. Council member Barto moved that the council pay the bill for moving the pole if the amount is under $6,000; Council member Locke seconded. The council approved the conditional payment on a 6-0 roll-call vote.
Council member Tangler asked about smoke tests done a few years ago and whether grants might be available to address needed repairs; Council member Barto thanked the fire and police departments for their recent response to weather events. The meeting adjourned at 7:15 p.m. after a unanimous motion to adjourn.
