Board approves $515,244 residential placement, emergency Coolingtower replacement and other contracts; declines digital credential wallet MOU

At its May 12 meeting the board approved several contracts and personnel actions intended to finalize services and address urgent facilities needs.
The board unanimously approved a contract with Heartspring to provide residential education and therapy services for a student (student number 3811) for the July 1, 2026 ' June 30, 2027 period, not to exceed $515,244. Trina, who answered trustees' questions, said the district had spent months locating an appropriate facility and that placement is driven by the student's clinical needs rather than price. "It took us about four months to find a place that would even accept him," she said, describing the placement as a specialized, reimbursable out-of-district service.
Trustees also approved several facilities contracts and purchases: an insurance-funded roof repair for the Central Gymnasium ($87,444), skylight repair ($12,930), and an emergency replacement cooling tower at Trail Elementary ($176,780) due to critical leaks and an extended lead time for replacement units. The board accepted fundraising-backed purchases of two new gym scoreboards (total $25,853.50) donated by local supporters; Mr. Bartlett was recognized for fundraising the scoreboard money.
The board approved a number of program and service contracts for the 2026-27 year, including RelayHub LLC for IEP/504 plan subscription services ($12,563) and Access to Learning Deaf and Hard of Hearing Services ($26,000). A memorandum of understanding to join the Wyoming Innovation Partnership digital credential wallet (which would store student credentials electronically) was discussed at length and ultimately failed on a board vote; trustees cited data security and opt-in concerns.
Finally, trustees voted to add a June agenda item to consider increasing the superintendent's salary to $177,000 so the public and trustees would have time to review the proposal at the next meeting.
