Fairhope to seek TAP grant for pedestrian signals at hectic 181/104 intersection; council briefed on Rivermill Park start

City staff told the council the Rivermill Community Park permit is in hand and construction is poised to begin, then asked for permission to apply for a Transportation Alternatives Program (TAP) grant to improve pedestrian crossings at the intersection of Highway 181 and 104.
Richard explained that recent development around the intersection — including a medical campus and new commercial projects — has created pedestrian demand with no safe crossing currently in place. He said ALDOT is supportive of the concept and described the grant as large and complex: staff included nearly $150,000 in contingency estimates and a $100,000 allowance for right-of-way or utility relocation in a worst-case estimate, while noting the TAP program reimburses up to a $1 million cap (80% federal share on eligible costs).
"We're asking for your support to apply for that grant for FY26," Richard said. Staff emphasized the need to estimate worst-case costs for the application while aiming to seek full reimbursement where possible.
Council did not take a vote on the application during the May 11 session but directed staff to proceed with preparing the application materials and any coordination required with ALDOT.
