Breckenridge adopts sexually oriented business ordinance, updates demo interlocal and appoints water-district director

The Breckenridge City Commission adopted Ordinance 2026-09 to add regulations for sexually oriented businesses to chapter 13 of the city code, citing a longstanding gap in local rules and standard provisions such as setback requirements from churches, day-care centers and schools.

City staff said the ordinance is ‘‘fairly standard’’ and intended to close an existing regulatory gap. The motion to adopt passed with no recorded opposition.

The commission also approved an updated three-way interlocal agreement with Stevens County and the Economic Development Corporation to reimburse county demolition costs and to require the county to perform monofill covering (city will reimburse county at $200 per hour when they handle debris and covering while on site).

On regional water governance, the commission approved a supplemental point-of-delivery agreement with the West Central Municipal Water District that will move the Breckenridge Country Club’s water delivery onto the city’s allotment; staff said the club’s historical use equals roughly 2% of the city’s annual allotment and that the city will charge the club the same pass-through rate it currently pays, with fee-schedule updates to follow.

Finally, the commission appointed Jacob Cordwell to fill an unexpired director term on the West Central Municipal Water District board through May 31, 2027 (Resolution 2026-13).
