Council annexes three dispensaries in county enclaves; vote 6-1 on each annexation

The Longmont City Council on April 14 approved three ordinances to annex three marijuana establishments located in Boulder County enclaves into the city and to zone the properties as Planned Unit Development (PUD).
Council members said annexation levels the regulatory and tax playing field for local businesses that currently operate in county enclaves but use city infrastructure and greenways. "This is equalizing the playing field from a business standpoint," Council Member Popkin said during debate.
Council Member Christ said she opposed annexing businesses that remain federally illegal and raised concerns about business models and tax impacts on customers; she cast the lone opposing vote on each annexation.
Council voted 6-1 to adopt ordinance 2026-9 (annexation and code amendment for marijuana establishments), ordinance 2026-20 (annexation approval and zoning for property at 250 South Main), and ordinance 2026-21 (annexation approval and zoning for property at 19 South Sunset). City staff said each annexation was structured as a PUD to limit immediate code compliance obligations to health and safety and to minimize business disruption unless major renovations or use changes occur.
Council noted staff'9s extensive work to handle sign-code and other technical issues and welcomed the new businesses into the city while also acknowledging differing viewpoints among council members.
