Council approves lengthy consent agenda, adds late items including hemp edible registrations and liquor-license transfer

The council approved a lengthy consent agenda that included minutes, payment of bills, multiple engineering and design-service contracts, project pay estimates, appointments (including the appointment of Randy Root as building official) and numerous project authorizations and not-to-exceed contract amounts. A motion to approve the consent agenda carried.
Staff had announced two last-minute additions before the vote: (1) approval to issue low-potency hemp edible registrations for the period April 22 through December 31, 2026, contingent on receipt of completed application materials and (2) approval of the transfer of an on/off-sale intoxicating liquor license (including Sunday sales) involving Three Cheers Hospitality LLC and an establishment identified as Vadella Italian Kitchen. Councilors approved the additions and the consent motion.
During consideration of the agenda, councilors asked about whether some vendor and event paperwork (for example, food-truck applications) could be converted to a paperless or online workflow; staff said many forms are already available as fillable PDFs and they would verify any remaining paper-only processes.
The meeting later recessed into a closed session under Minnesota statute 13D.05, subdivision 3(c), to discuss identified real-estate parcels listed on the agenda.
