Franklin County to hire outside consultant for Fire & EMS system study

The Board of Supervisors voted April 21 to authorize county staff to develop and publish a request for proposals for an independent Fire & EMS system study.
County staff and local chiefs urged an outside evaluator to examine the county’s combination (career and volunteer) system, review response times and coverage, recommend staffing and service models, and create a long‑range capital and equipment plan. County Administrator Steve Sandy told the board the funding was already budgeted and that the RFP will create a selection committee of county staff, volunteer representatives, public safety leaders and one board member to vet candidates.
Supervisor Meredith questioned whether the work could be done internally; staff and the chiefs said an independent, objective review would be more credible and useful for long‑term planning. The board approved the request to publish the RFP by roll call; one supervisor voted no.
Next steps: staff will publish the RFP, form the selection committee and return with award recommendations.
