Mr. Sakal read the proposed resolution aloud, citing Article 8, Section 1 of the Connecticut Constitution and arguing the board has an affirmative duty to preserve educational adequacy and equity. "Be it resolved that the Bridgeport Board of Education formally determines the current appropriation to be educationally insufficient," he read, and urged the committee to forward the measure to the full board once the city and legislative numbers were final.
Supporters said the resolution would create a public record that the board was seeking corrective action and would protect students from further harmful cuts. Opponents cautioned the measure might be premature because the final city budget and outstanding legislative language (and possible MARB support) could change the district's options. One committee member described MARB as a voluntary state option that could include additional funding but also conditions and oversight, and suggested the board meet with MARB or OPM representatives to understand the consequences before committing.
Committee members agreed not to advance the resolution immediately; instead they asked staff to refine budget numbers and return the draft resolution to the full board after the city budget vote and additional follow-up with state officials. The committee did not take a formal recorded vote on the resolution during this meeting.
