The Waseca County Board approved a conditional use permit for an outdoor cannabis cultivation operation on private agricultural land after reviewing planning-commission findings and staff conditions tied to state cannabis licensing requirements.
Planning staff (Tina) said the CUP requires operators to register their license with the county, submit security and fencing plans consistent with state rules, and accept annual county inspections. The planning commission had recommended approval after a public hearing with no opposition.
Commissioners asked practical questions about planting timelines and setbacks. Staff and applicants said operators typically propagate seedlings offsite and plan to place plants in the ground before June 1; fencing and security plans must meet statutory requirements before operations proceed.
The board approved the CUP after a motion and second; the record shows the motion carried with four votes in favor and one abstention. Staff said the permit ties the on-farm cultivation to processing and distribution facilities located inside the city limits for processing and lab work.
Staff indicated they will return to the planning-and-zoning subcommittee if additional ordinance adjustments are needed to address setbacks, spray drift, or other adjacency concerns raised by neighboring farmers.
