MPO staff presented the draft FY27–28 Unified Planning Work Program to the Technical Advisory Committee on May 7 and flagged an important addition to the work program.
Dominic Lawyer said the UPWP is a two‑year planning document that must be adopted by June. "The most significant change to this UPWP is the adding of the development of planning support for the High Mesa road," he said. Staff also consolidated some tasks (combining committee meetings and trainings) to reflect current practice.
Dominic noted fiscal uncertainty because the new transportation bill has not yet finalized FY27 allocations. "Because we don't have the 2027 numbers we are using 2026 numbers and this basically will change," he said, adding that local match percentages proposed in the draft are City of Los Cusus 65.5 percent, Doña Ana County 33.5 percent and Town of Msia 1 percent.
Staff asked TAC members to review the draft and return comments; the UPWP is scheduled for adoption by the governing board in June, contingent on finalized federal and state allocations.
The committee offered no substantive edits during the meeting; staff will circulate the draft for comment and return to the governing board for adoption.
