TAC ranks three TPF projects; McDow resurfacing tops list in 8–1 vote

The Mesia Valley MPO Technical Advisory Committee on May 7 adopted a prioritized list of Transportation Project Fund applications, placing a McDow mill‑and‑overlay resurfacing project first, the Angler Road extension second and Kaya Cologne resurfacing third.
Sarah Gonzalez (City of Los Cusus) moved to adopt the BPAC recommendation that ranked McDow, Angler and Kaya Cologne in that order; Ashley Curry (Los Cusus Public Schools, proxy) seconded. The committee then took a roll‑call priority vote: Tammy Dion (EBID) — yes; Angela Robertson (Doña Ana County) — yes; Ashley Curry — yes; Richard Hanway (Road Runner Transit) — yes; Michael Garza (MPO chair) — yes; Kyle Orange (City of Los Cusus) — yes; Sarah Gonzalez — yes; Daniel Sbrano (Doña Ana County) — yes; David Orillo (South Central Regional Transit District) — no. The motion carried 8–1.
Presenters had described differences in scope and readiness. Vanessa Morales Romero, representing the City of Los Cusus, said the Angler Road application requests $3 million for planning, design and to begin construction of phase one; the city has secured $1 million in capital outlay and has dedicated another $1 million in city funds and will seek developer cost‑share for later phases. "We also have acquired an additional 1 million in capital outlay funds and the city has also dedicated $1 million for this project," she said.
Town of Msia Mayor Russell Hernandez presented two smaller resurfacing requests: McDow (approximately $267,835) and Kaya/Kyla Cologne (approximately $333,100). BPAC recommended McDow first because committee members judged it "more bang for the buck" — lower cost and a whole project that can be completed — while the Angler Road request is larger, phased and relies on further coordination with developers and the BLM for later phases.
After the priority motion passed, the TAC closed discussion and recorded the ranking for submittal to NMDOT District 1 and the governing board. Dominic Lawyer (MPO staff) told the committee the district will make its own recommendations after the MPO submits the prioritized list.
The TAC will forward the prioritized list to the governing board and to NMDOT for consideration in the statewide funding process.
