Van Zandt County approves $316,268 contract to upgrade jail locks and intercoms, authorizes RFPs for cameras and sprinklers

Van Zandt County — Commissioners on May 6 approved an exemption from formal competitive bidding for urgent upgrades to the county jail's locking and intercom systems and authorized a contract with Sedaptive in the amount of $316,268.55 to perform the work.
Sheriff's office and jail staff told the court the repairs are urgent because some existing locks are obsolete and parts are no longer manufactured. County staff said Sedaptive quoted the work at a substantially lower price than another vendor that had provided a competing estimate and that Sedaptive's software is already in place at the facility, which reduces integration risk.
Commissioners voted to allow the exemption (administrative finding of urgent need) and, immediately thereafter, authorized the Sedaptive contract. County staff said the previous software purchase included long-term software warranty coverage; hardware is not covered for the same "lifetime" promise and may require future capital work.
Separately, the court authorized issuing requests for proposals (RFPs) to replace the jail's surveillance camera system and to evaluate options for fire-alarm and sprinkler upgrades at a county facility on Trade Days Boulevard. Commissioners and staff said the RFPs are preventive and intended to identify compliant, cost-effective replacements; any procurement will return to the court for formal award.
Votes at a glance: The court approved the exemption to competitive bidding and voted to award the Sedaptive contract by voice vote; the RFP authorizations were approved unanimously. The jail upgrades are to be funded from the county budget with follow-up budget adjustments to be presented to the court as needed.
