Elizabeth Board passes full agenda, tables contract awards for private session

The Elizabeth Board of Education voted May 7 to approve its full meeting agenda after a combined budget hearing and regular session, but tabled specific contract and authorization items to be discussed in private session.
The motion to table the authorizations report (Tab 5) and award-of-contracts items (Tab 7) passed by roll call after a motion and second; the board then entered a private session under the Open Public Meetings Act to consider personnel and contractual matters. Upon returning, board leadership moved and the board approved the remainder of the agenda and additional items added coming out of executive session.
Why it matters: tabling the contract awards and discussing them in private preserves confidentiality around personnel and certain contractual negotiations while allowing the board to approve non-confidential business on the public record.
What the board did: during agenda review the board agreed to add several resolutions and agreements to the agenda, including transportation services with the Essex Regional Educational Service Commission, tuition and special-education service agreements, insurance-coverage renewals, and renewal contracts with Cream-O-Land Dairies. The negotiations committee had reported that memoranda of agreement (MOAs) with the Elizabeth Administrative and Supervisors Council, the Elizabeth Directors Association, and five trade unions had been finalized subject to ratification by bargaining-unit memberships; resolutions finalizing board approval were presented for action.
Vote and procedure: a motion to pass the agenda in its entirety was made and seconded and carried. Board members recorded 'Yes' on the final roll call; several members noted targeted abstentions on Tab 2 (page 14) and on the MOAs while voting 'Yes' on the broader agenda. The presiding officer announced that the agenda plus items added from executive session passed.
Next steps: the MOAs reported by the negotiations committee will proceed to ratification by each bargaining unit’s membership and, following any approvals, will be executed for the contractual years July 1, 2025–June 30, 2028. Contract-award and authorization items tabled for private discussion will be returned to the public record when appropriate.
