The Laconia Planning Board unanimously approved a requested waiver from the subdivision sidewalk requirement for PB2026‑043, a boundary‑line adjustment affecting three parcels on Hayes Road, and then accepted and approved the application as complete.
Engineer Peter Howard (Duboce and King) told the board the road is a narrow two‑rod gravel right‑of‑way with steep grades, drainage swales and utility poles that make sidewalk construction impractical at this location. He said the proposal adjusts family‑owned lots and does not create new dwelling units; the applicant is not proposing new construction as part of the boundary change.
Board members said sidewalk waivers have been scrutinized in the past, but the combination of private road status, lack of new development and physical constraints justified granting the waiver in this case. The approval carries standard conditions: corrected map/block/lot information, submission of revised plans, required recording at the Belnap County Registry of Deeds and a completion deadline of May 5, 2033.
