The City Council voted 9–0 to accept and appropriate a $7,852,320 federal Bus and Bus Facilities competitive grant to construct a workforce development training center and rehabilitate the Cold Bus Barn for the Community Connector.
Councilor Carson described the project as critical to the Community Connector's infrastructure, noting the Cold Bus Barn was originally built and owned by Dow Air Force Base in the 1960s. The project will add training and office space, rehabilitate bus storage, and include electrification infrastructure for future needs. Councilor Carson said the project will start this summer and is expected to take approximately 18 months.
Funding details recorded in council discussion: the local share is 20 percent. The Maine Department of Transportation has agreed to fund 10 percent (or up to $1,000,000), which would leave the remaining 10 percent to be funded by the Community Connector and its partners; the local share funding was identified as already set aside in the budget process.
The resolve was recommended by the Finance Committee on April 22, 2026, moved and seconded at the meeting, and adopted by unanimous roll call.
