St. Charles County Council approves two ordinances on final passage, introduces seven bills including short-term rentals and license-plate-reader agreements

On final reading the council passed Bill 5487, an amendment to the 2026 budget (Ordinance 25-082) to reassign a training coordinator position from Bureau 8100 to Bureau 8400 to reflect the St. Charles County Police Department's organizational structure. During the roll call the chair recorded affirmative responses from multiple council members and the chair declared the bill passed on final reading.
The council then approved Bill 5488, authorizing the County Executive or designee to execute a temporary construction easement with the City of St. Peters over property in Lone Wolf Park. The chair again called roll and declared the ordinance passed.
The meeting also included the introduction of seven bills for later consideration: 5489 (recorder fund line-item transfers), 5490 (short-term rental ordinance, requested by Patty York and Tim Baker), 5491 (amendments to fireworks sale and use), 5492 (intergovernmental mutual-aid for building/code services), 5493 (private watchmen and security guard licensing revisions), 5494 (intergovernmental agreements for mutual aid related to FIFA World Cup events), and 5495 (intergovernmental agreements concerning license-plate-reader data sharing). Council members asked the chief about the FIFA mutual-aid request; the chief said projections are scaled down, the county's deployment would likely be two officers for no more than two days at a time, and deployments are expected to be reimbursable through federal and state channels.
No amendments or defeats were recorded on the floor for the final-passage items at the May 11 meeting; the consent agenda was also approved earlier in the session.
