Members reported Sussex County had not released an updated BLS billing RFP and noted county fire companies face insufficient reimbursement from some insurance providers, Medicare and Medicaid limitations, balance‑billing restrictions in certain contracts, and variability in billing practices and operational costs across companies.
The Committee agreed that inviting the Delaware Insurance Commissioner to a future meeting would be beneficial to discuss EMS billing, insurance reimbursement practices, possible legislative options, and insurance surcharge structures to support fire and EMS funding. Members were encouraged to prepare questions and discussion topics in advance of that meeting.
The discussion acknowledged that standardizing billing practices across the County is complex and requires coordination among fire companies, payers, and possibly state regulators.
