City awards $1.876 million contract for 91st Avenue SE multi‑use path phase 2

Council authorized the mayor pro tem to sign a construction contract with SRV Construction for the 91st Avenue SE Multi‑use Path Phase 2 after staff reported that the low responsive bid came in at $1,876,000, significantly below earlier engineer estimates.
Acting interim City Engineer Eric Mangold said the city had worked to assemble a funding package for the project: Transportation Benefit Program funds and stormwater capital funds are the primary local sources, supplemented by an $800,000 Transportation Improvement Board grant and a Safe Routes to School grant. Mangold said the design consultant also came in under budget, leaving overall project costs well under the earlier $2.9 million estimate.
The project will build a 12‑foot side‑path adjacent to the east side of 91st Avenue where sidewalk gaps exist and will include improved ADA ramps, enhanced crosswalks near schools, speed‑calming measures and a bike lane on the west side of the roadway. Council voted to authorize contract execution after a motion and second; the vote carried unanimously.
