The member said relying on year-end donations to offset costs is unreliable and urged staff to create a uniform policy for large events so all organizers are treated equally.
Staff and other council members noted historical context, including earlier high-profile tournaments such as the Cal Ripken event, and said volunteer parents currently perform much of the on-site field prep. One council member suggested adding contractual requirements for visiting teams to provide volunteer hours or field-prep obligations to reduce city labor costs.
Despite the concerns, a council member motioned to approve the special-event permit for the Baxter tournament (dates corrected earlier in the meeting to May 29-31; June 12-14; June 19-21; and July 24-26). The motion was seconded and carried by voice vote. The transcript records the vote as a council-wide voice vote; no roll-call tally was recorded.
Council directions and next steps: members asked staff to return with a proposed, written policy or guidelines for handling large athletic tournaments and other multi-day events that currently rely on donations to offset city expenses.
