Lewiston City Council voted May 11 to direct staff to draft the planning-and-zoning reason statement approving ZNC 26-1, a zoning request tied to ANX 26-1 to annex 34.34 acres south of Birch Avenue adjacent to Sky View Estates. The council subsequently approved first readings of ordinances 4962 and 4963 (implementing the annexation and zoning changes) and ordinance 4964 (updating the area-of-city-impact boundary map).
The matter was introduced in a public hearing where Assistant Planner Katie Haulings summarized maps and photos and said the parcel is currently in Nesper County and is proposed to be annexed into Lewiston City and rezoned to low-density residential (R2) to match adjacent phases of Sky View Estates. Haulings also noted existing sewer from prior phases and said Lewis and Orchard Irrigation District will be the water purveyor for the area.
John Evans, executive director of the Boys and Girls Clubs at the Lewis-Clark Valley (present earlier on the agenda), and Scott Becker, the applicant's representative, were present; Becker introduced himself and offered to answer technical questions. City Attorney Jennifer Tangano reminded councilors that this is the time to ask questions tied to the statutory and code criteria that govern zoning decisions, including compatibility, public-service burden, and compliance with the comprehensive plan.
Councilors asked for clarifications about sewer and traffic; Planner Haulings said subdivision review (a later step) will address lot counts, trip generation, and engineering details. After public testimony concluded and no members of the public spoke in opposition during the planning commission hearing, Councilor Foresman moved (seconded by Councilor Spickle) to direct staff to draft the reason statement approving ZNC 26-1; the motion carried.
