Bibb County approves interim study agreement for Lake Tobisovki; residents call for more engagement

Bibb County commissioners voted to authorize an interim agreement with Lovejoy Capital LLC to conduct preliminary planning, environmental, transportation and feasibility studies related to a proposed public-private partnership at Lake Tobisovki.

Mayor Lester M. Miller said the contract allows the county to receive studies at no cost and that the developer will decide later whether to pursue a full agreement; any final decision by the county would return for public review and a separate vote. "This contract we're doing tonight is an interim contract which authorize us to enter into an agreement with them to be able to do a feasibility study, transportation studies, environmental studies," the mayor said.

During public comment, resident Kelly Priano asked for more transparency and earlier notice of meetings, saying some residents learned of the plan on short notice and requested additional town halls. "There is a great concern about some of the changes being proposed," Priano said, urging more engagement so residents feel part of the process.

County staff said they will schedule two public-engagement sessions at Lake Tobisovki — one weekday and one weekend — and emphasized that the interim studies do not constitute a final approval of any development. The interim agreement passed and was sent to the consent agenda.

Why it matters: The interim agreement begins the study phase for a large lakeside redevelopment concept that could change park amenities, access and traffic patterns near a valued recreational area. Residents asked for proactive engagement and clearer, earlier information.

What happens next: Lovejoy Capital will conduct studies at its own expense; the company and county will host public engagement sessions before any final proposals return to commissioners.
