Board adopts Ordinance 257 to add clear-and-objective housing standards; code review to follow

The Lane County Board of Commissioners adopted Ordinance 257 on Tuesday to amend Lane Code Chapter 16 with clear-and-objective standards for housing and residential shoreland areas.

Senior planner Rachel Cerse summarized the ordinance and reminded commissioners that the board previously set multiple readings; staff recommended adoption at the eighth reading. Commissioners who had raised technical drafting and riparian-mapping questions said those matters are better addressed through a separate, funded code-review process and that mediation and stakeholder meetings (facilitated by Lane Council of Governments) helped resolve or narrow outstanding issues.

Vice Chair Buck moved to adopt the ordinance and Commissioner Farre seconded; the ordinance passed by roll-call vote (5'00). Commissioners noted that staff will follow up with code-level edits and that funding for a code review is budgeted in the coming fiscal year.

The ordinance modifies definitions and several shoreland and riparian-related code sections to provide clearer objective standards and adds a savings and severability clause. Staff and commissioners said the adoption will be followed by a technical code-review and implementation phase to refine operational details.

Implementation steps include staff-led code review, outreach with affected stakeholders, and sequencing of any permitting or regulatory changes as guided by the forthcoming code amendments. No immediate policy changes beyond the ordinance text were enacted at the meeting.
