York School District 1 board hears budget update that highlights teacher-pay shortfall

York School District 1 officials told the board during its regular meeting that a proposed $2,000 increase to the state minimum teacher-salary schedule will not fully cover the local cost to implement the raise and required step increases.

Assistant Superintendent for Finance and Operations Miss Amy said state House and Senate budget proposals would raise the statewide minimum by $2,000 but that, for York 01, “our net change from one year to the next is only $538,000.” She said that the district’s internal estimate for the local cost to give eligible teachers a $2,000 increase plus the required step increases is “about $1.5 million,” leaving a substantial unfunded local obligation.

Why it matters: schools must pay at or above the state minimum on every salary step. Miss Amy told the board the state budget remained in a conference committee and that final figures depend on which chamber’s enrollment numbers are used; House projections used the 45th-day ADM while Senate numbers use the 135th-day ADM. That difference means the district’s final state allocation could change.

District officials and board members discussed the funding mechanics. Miss Amy explained that some line items shifted between funding buckets this year and that the apparent additional money for career and technical education largely reflected reallocation across state funds rather than net new dollars. She cautioned that even with the small net increase, paying the mandated step increases plus any new minimum-level raises would create a budget shortfall for York 01.

The board did not take any additional action on compensation at the meeting; Miss Amy said district staff and local legislative delegations continue to follow the conference-committee work at the state level. The board is aware staff will return with options when the final state allocation is known.
