Livingston County Board honors K9 Kai, approves EOC carpet contract and routine budget and staffing changes

The Livingston County Board of Supervisors met April 22, 2026, in Geneseo and opened the session by honoring Sergeant Caleb Cutting and his K9 partner Kai with a Distinguished Service Award; County Administrator Shannon Hillier said the team has earned multiple citations and noted that K9 Kai will retire this summer. "Please join me, without loud applause, in recognizing a truly exceptional team," Hillier said.
The board approved Abstract of Claims #4B totaling $2,110,326.84 and adopted a series of routine fiscal measures, including budget amendments for the Highway and Sheriff’s Office and transfers for the Department of Health. The board also approved Resolution No. 2026-148, apportioning mortgage tax receipts of $490,555.27 among the county’s towns and villages for the six-month period ending March 31, 2026.
On facilities procurement, the board authorized a contract with GP Flooring Solutions for $40,500 to replace carpet at the Emergency Operations Center, 3360 Gypsy Lane in Mt. Morris. The contract uses a cooperative procurement under the New York State Office of General Services and is scheduled for the period March 10, 2026, through September 10, 2026.
The board amended the County Clerk/DMV staffing and salary schedule to create one full-time Second Deputy County Clerk position (salary range $77,000–$82,000) effective May 4, 2026, create Motor Vehicle Supervisor II and Motor Vehicle Supervisor positions, and delete three Senior Motor Vehicle Clerk positions effective May 30, 2026; the changes were described as succession planning and a realignment of job functions.
The board authorized an engagement letter with Stamm Law Firm, LLP for legal services related to accounts receivable at the Center for Nursing and Rehabilitation and matters involving Medicaid and the Department of Social Services; hourly rates listed in the record are Partner $275, Associate $225, and Paralegal $150.
Planning Director Megan Crowe and Environmental Management Council Chair Alex Pierce presented the 2026 Earth Day Award to Jonathan and Jennifer Prince for local preservation work; the recipients accepted the recognition and thanked the EMC.
The meeting included chairman appointments to the Livingston County Youth Board and a short executive session to discuss employment history and appointment matters; the board reported no action taken in executive session and adjourned until May 13, 2026.
