Adams County directs $500,000 to work-crew program, approves $962,692 computer purchase

The Adams County Board of County Commissioners voted Dec. 2 to reallocate $500,000 previously earmarked for the Up and Adams initiative to the county’s work crew program for 2026 and to approve a purchase order of $962,692 for computer replacements.
Rachel Jacobowski, poverty reduction administrator in Community Safety and Well‑Being, told commissioners the work crew program provides housing‑support, job readiness and skill building while also delivering operations support across county departments. She said the crews have provided 7,842 hours of service so far this year and that demand for the service has grown; staff requested the $500,000 redirection to sustain growth and maintain a recently added second crew.
Jacobowski quoted a program participant identified in the presentation as Luna: "Working at the animal shelter has helped me keep pushing forward in life, and it's made me feel like I have a purpose again," she said, using the trainee’s words to illustrate program impact.
Separately, Jason Schultz, director of information technology and innovation, described a five‑year replacement plan and asked for funding to purchase roughly 400 laptops, 200 desktops and 100 monitors. The commissioners approved the purchase order presented through a state contract.
What happens next: County staff will finalize contract amendments and purchase orders and continue program operations and equipment rollouts. Staff listed standard conditions and reporting practices for county contracts; commissioners approved both items by motion.
