Commission grants buffer modification for proposed Texas Roadhouse on Shupe Way

The Mainland Planning Commission on May 5 approved a site‑plan modification that reduces a required type E landscape buffer along Shupe Way to accommodate parking for a proposed Texas Roadhouse restaurant. The vote was unanimous.
Planning and Zoning Director Stephanie Leaf told commissioners the modification affects only the buffer shown on the previously approved SP25‑39 plan; the applicant sought the change to fit the parking plate needed to meet Texas Roadhouse's standard parking count. The project packet lists a roughly 7,926‑square‑foot restaurant on highway‑commercial zoned property.
"The only change is this buffer," Leaf said while presenting the item. Applicant representatives explained that a Georgia Power transmission easement runs through the area and limits planting, so landscaping there will be limited to grass rather than shrubs or trees. The applicant also said drainage was redesigned to run full underground and handle the 100‑year storm before discharging to the existing ditch network.
Commissioners asked questions about parking counts and easements, staff and the applicant said the plan is consistent with adjacent development patterns, and with no public opposition the commission approved the modification.
The approval allows the applicant to proceed with civil design and permitting under Glynn County rules.
