Norfolk County Commission approves personnel hires, warrants and civic-rate requests; executive session convened

At its April 22 meeting the Norfolk County Commission voted to enter executive session, approved edits to minutes, authorized several personnel hires and appointments, accepted weekly warrants (payroll and expenses), and granted civic-rate requests for two charity golf tournaments.
The Norfolk County Commission on April 22, 2026 moved into executive session and, after returning to open session, approved multiple routine items including minutes corrections, personnel actions, warrant lists and civic-rate requests.
The board first voted to enter executive session under Massachusetts General Laws Chapter 30A, Section 21 to conduct strategy in preparation for negotiations and to discuss collective bargaining or litigation strategy. Commissioners recorded their roll-call votes before recessing and later returned to the public meeting at 2:11 p.m.
On business items, the commission approved the open-session minutes of April 8 as amended to insert the name of Commissioner Sty where the minutes showed a blank; it also approved that the April 8 executive-session minutes remain sealed until September 8, 2025, pending chair approval of any release.
Personnel actions approved included rehiring a long-term substitute identified in the packet as Peter (transcript contains inconsistent spellings: 'Kaine' and 'Kane') effective April 23, 2026; rehiring Melissa McKenna as a long-term substitute effective April 23, 2026; appointing Allison Cole as varsity girls softball coach (effective date recorded in the packet but the transcript contains garbled digits); and the contingent hire of McKenna Laram as a student laborer, effective April 23, 2026. Clerks were asked to confirm the spelling of the first hire and the precise effective date for the coaching appointment.
The commission approved the weekly warrant list including payroll ($146,611), county expenses ($129,456), a school expense listing ($274,922), an additional county expense line recorded as $24,283, and a recreational facility sales-tax remittance of $8,646.
The board also granted civic-rate requests for two fundraising golf tournaments: the Irish Pastoral Center's event scheduled for Sept. 25 (civic rate $70 per person) and the Kevin J. Ryan Memorial Golf Tournament on June 26, 2026, with proceeds to benefit Mass General Brigham.
Director G. reported the FY2024 audit draft was not ready for approval and is under a peer review by the auditor CBIZ; Deputy Treasurer Robert Fontana is addressing follow-up policy questions and the county expects to present the audit when those issues are resolved.
The meeting concluded with standard closing items and adjournment at about 2:28 p.m.
