The Public Works Committee on May 15 approved three separate parking measures recommended by staff: a no‑parking zone on Nichols Road west of Manona Drive, a set of short‑term and delivery parking spaces on Bridge Road south of West Broadway to serve the BAS/Bridge Road development, and an extension of an existing no‑parking area on the West Broadway service road to improve sightlines near an underground ramp.
On Nichols Road, staff cited prior safety concerns and noted a vehicle that had been sideswiped multiple times as part of the rationale for a 175‑foot no‑parking regulatory zone. Committee members asked whether yellow curb paint in the field had the force of law; staff replied that paint alone is not enforceable and regulatory signs are required to permit citations.
For Bridge Road, staff and the applicant described a set of parking controls to serve new ground‑floor uses. The proposal includes two five‑minute pickup/drop‑off spaces intended for quick passenger loading, a 56‑foot delivery zone for trucks such as UPS or FedEx, and three two‑hour stalls (8 a.m.–5 p.m. weekdays) intended primarily for a dental clinic and short‑stay customers of the live‑work units. Staff noted ADA access is provided via an underground ramp and that final parking assignment near the ramp will be determined in final plans.
The West Broadway amendment would push the no‑parking zone roughly 95 feet to the west, moving the westernmost sign to the radius of an underground parking ramp to give turning vehicles and those waiting at the stop sign more room and reduce conflict points. Staff said the change is preventive and intended to reduce a scenario where queued vehicles, turning vehicles and exiting ramp traffic could conflict.
Each item was moved, seconded and approved by the committee in verbal votes. Staff confirmed residents were not individually notified for the Nichols Road change but said current usage patterns indicate it is formally cleaning up an area that users already avoid. Regulatory signage will be installed to make the restrictions enforceable.
