Rocklin Unified board approves modest increase to developer impact fees
Summary
Trustees approved an incremental raise to statutory school development fees — residential from $5.17 to $5.38 per sq. ft. and commercial from $0.84 to $0.87 per sq. ft. — effective July 4, 2026; staff said projections incorporate recent permit activity and a projected $1.8M in developer fees next year but exact dollar impacts depend on permits and buildout timing.

The Rocklin Unified Board held a public hearing and approved a small increase in statutory school facilities developer fees after staff described the supporting nexus study.
Senior Director of Facilities Rain Kernitzki explained the change in rates — residential construction would move from $5.17 per square foot to $5.38, and commercial construction from $0.84 to $0.87 per square foot — with the increase proposed to go into effect on July 4, 2026. Kernitzki said the district projects increased permit activity has accelerated cash flow compared with earlier projections and cited an estimated $1.8 million expected in developer fees for the coming year (a trend-based projection, not all attributable to the rate change).
The board opened and closed the public hearing with no comments and then voted to adopt Resolution 25‑26‑40 to authorize the fee increase; trustees approved the resolution on a unanimous roll-call vote.
Why it matters: Developer fees fund facilities and capital projects; the district noted buildout projections indicate fewer than 2,000 homes remain in the city’s projected buildout, so timing and permit pace affect revenue realization. Staff said the fee change is one component of the facilities funding plan discussed in prior study sessions.
What’s next: The rate increase will be reflected in building permits and developer fee calculations for projects taking effect after July 4; staff will use updated cash-flow models to refine capital plans and report back as needed.
